Capital One has replaced real bank branches with cafés that sell coffee and financial products under one roof. These operations use the bank’s name, logo, and money to market credit cards and financial products in spaces designed to look like local coffee shops.


Federal and state laws are clear: banks cannot own or subsidize retail businesses. Capital One is violating that separation and using its financial power to compete with independent cafés that do not have the backing of a Wall Street bank.


Independent small businesses cannot survive when a major bank uses federally insured deposits to finance commercial storefronts. Local cafés are losing customers to a financial institution that can afford discounted rent, extensive advertising, and corporate subsidies.


Americans for Financial Reform is pressing your Attorney General to investigate these violations and enforce the law. We are organizing public pressure, conducting research, and working with partners to hold Capital One accountable for breaking the rules that protect small businesses and fair competition.
