Effie Phillips-Staley is a Tarrytown Trustee, a nonprofit executive, and a lifelong champion for social justice and public service. Raised in a union household by a public school educator from El Salvador and a working-class U.S. military veteran, Effie learned early the value of hard work, dignity, and community solidarity.


In February 2026, Effie led a fact-finding mission to the West Bank and East Jerusalem and bore witness to the apartheid inflicted on Palestinians. Egged by settlers and attacked by her own political party, Effie will never back down on her stance for universal human rights.


In Congress, Effie will always put people over profits by fighting for:


  • Healthcare & Family Support: Medicare for All and universal childcare.
  • Housing Justice: Building five million new, affordable homes across America.
  • Universal Human Rights & Peace: Abolishing ICE, championing "Block the Bombs" legislation, and no U.S. tax dollars for illegal wars or nations that violate human rights.

Effie's campaign is grassroots and 100% people-powered. She will never take a dime from corporate PACs or AIPAC.
