Arsenal PAC is a progressive organization that builds and deploys technology to defend democracy. Our approach is simple: combine the skills of technologists - engineers, designers, data scientists, analysts - with top progressive organizers and media specialists - and use that combination to win elections, protect communities, and defend American democracy.

In November 2025, days before Virginia elected its Attorney General, our team noticed a problem: thousands of voters were planning to vote for the Democrat at the top of the ballot and then leave the Attorney General race blank. In a race that was already close, those blank lines could decide it. So we did four things, fast. We built and ran our own snap poll to identify exactly which voters were likely to skip that race. Our data scientists built a model based on those households in less than a day. Our creative team made an ad written for them. And we placed the ad on streaming TV, shown only to the voters on our list, several times each.

The whole thing, from detecting the issue, to poll, to ad on screen, took under four days. By our count, about half as many voters skipped the Attorney General race as polls had warned. Jay Jones, the Democratic candidate, won.

Virginia's victory was built by hand, by a paid team of a few people, doing every step for the first time. It worked. But a team that size can run one race at a time, and the 2026 midterms will have dozens of races that could go either way on the same day.

The Democracy Innovation Corps is our assembly line. It is a volunteer force of engineers, designers, and data scientists. Their job is to scale our victories - to make missions like what our small team did once by hand in Virginia repeatable. To build the tools that anyone in our movement can use to accomplish the same feats.

The volunteers give their time for free. What cannot be free is:
