Sam Cogen was first elected Sheriff in November 2022. After graduating Goucher College with a Bachelor’s degree in Sociology with an emphasis in Criminal Justice, Sam started his career as an intern in the Sheriff’s Office, rising through the ranks earning eight promotions and retired as the third highest ranking member of the office. Focusing his energy to campaign for the top job, Sam used the experience he learned over his 25 years to advocate for his new vision for the office. The voters agreed with this vision and elected him the 41st Sheriff of Baltimore City.


Sam lives in South Baltimore with his wife and their dog and two cats. He loves to cook and especially enjoys when his adult daughter comes back to town to share the meal with the family.
