
Rep. Bill Foster is the only PhD physicist in Congress. Before he was elected to Congress in 2008, he worked as a high-energy physicist and particle accelerator designer at the Fermi National Accelerator.
Most recently, Rep. Foster won reelection in 2024 with 55.6% of the vote. Council for a Livable World regularly supports Rep. Foster as one of our strongest champions in Congress.
He serves on the Financial Services and Space, Science and Technology Committees.
Rep. Foster continues to be a major champion for Council issues. In 2025, he introduced H. Res. 100, which reaffirms the value of arms control and is one of the main organizing resolutions for the nuclear arms control community. To date, more than two dozen House Members have signed on to the legislation.
Rep. Foster also organized his House colleagues for an hour of speeches on the expiration of New START and the value of continued nuclear arms control in January. Additionally, Rep. Foster has engaged on removing the current limitation on U.S. funding for the Comprehensive Test Ban Treaty’s Preparatory Commission.
