Rep. Josh Harder is running for reelection in one of the most competitive districts in the country, which he won with just 52% of the vote in 2024. Council for a Livable World first endorsed Rep. Harder in his 2018 upset victory and supported him again in 2020 and 2024. Last cycle, Republican Stockton Mayor Kevin Lincoln came within four points of defeating Rep. Harder. Donald Trump carried the district by two points, a 15-point shift to the right from Joe Biden’s 13-point win in 2020. It was one of the largest swings nationwide, making Rep. Harder one of the few House Democrats left in a Trump-won district.
Rep. Harder is now preparing for a 2026 rematch, with Lincoln announcing his candidacy on July 25. National Republicans have made flipping this seat a top priority, and Harder has been placed on the DCCC’s “Frontline” list of vulnerable incumbents.
In Congress, Rep. Harder serves on the House Appropriations Committee, including the Subcommittees on Interior and Environment and Labor-HHS-Education. He is a member of the bipartisan Problem Solvers Caucus and co-founded the new bipartisan Build America Caucus in 2025 to expand housing and infrastructure across the country.
Rep. Harder is a strong believer in diplomacy and alliances. He opposes funding for new nuclear weapons programs and supports robust congressional oversight over U.S. nuclear policy.
