John Mannion is challenging first-term Rep. Brandon Williams, whom the Cook Political Report describes as the most vulnerable Republican member of Congress on the ballot this November. Rep. Williams barely won his first House race in 2022 with 50.5% of the vote. 


The district includes all of Onondaga and Madison counties, and parts of Cayuga, Cortland and Oneida counties. It is home to Syracuse and Utica. Mannion has represented New York State Senate District 50 since 2020, the first Democrat to hold the seat in more than 50 years. 


Mannion was an AP biology and chemistry teacher at West Genesee and the Syracuse City School District for almost 30 years. Mannion, the former president of the West Genesee Teachers' Association, is strongly backed by many labor unions. The race is on the Democratic Congressional Campaign Committee’s Red-to-Blue list.


To win the 2024 nomination, Mannion had to survive a tough primary, which he won by 24 points. The high expenditures during the primary drained Mr. Mannion's campaign funds and made fundraising a priority for the remainder of the cycle.


Mannion supports arms control negotiations, opposes new kinds of nuclear weapons, and knows climate change is a threat to national security that will affect every aspect of our lives.
