In 2018, Mike Levin won the seat of controversial Representative Darrell Issa, who had announced his retirement from Congress. Levin won the seat by a solid margin of 56%-44%. The district covers the northern coastal areas of San Diego County, including Oceanside, Vista, Carlsbad, and Encinitas, as well as a small portion of southern Orange County.
He now serves on the House Natural Resources, Veterans Affairs, and Climate Crisis committees, and has two Republican opponents for 2020.
Before running for Congress, Levin, a former student body president at Stanford, worked as an attorney focused on environmental and energy regulatory compliance and government affairs. In college, he studied nuclear non-proliferation issues, leading to a desire to work on reducing nuclear threats in the United States and across the globe. He also served on the National Finance Committee for Hillary Clinton’s 2016 presidential campaign.
When the House considered the annual National Defense Authorization bill, Levin declared, “Only Congress has the Constitutional authority to declare war, and the Trump Administration has to obey our Constitution . . . This [amendment] action is necessary both to preserve the Constitutional powers of Congress and to prevent endless wars.”
