Randy Villegas is challenging incumbent Rep. David Valadao (R) to represent this House district in California's Central Valley. This district is listed on Red-to-Blue and is viewed as a top pickup opportunity by the DCCC.
Villegas was raised in the Central Valley, the son of working-class Mexican immigrants and the first in his family to obtain a PhD. His family relied on Medicaid and food stamps to provide basic necessities when he was growing up, so he personally understands the impact that cuts to SNAP and Medicaid will have on the people of this district. His campaign is focused on prioritizing the needs of the local community while his opponent sides with the Trump administration and corporations to gut critical programs that help the people of the Central Valley.
Although Villegas does not have a background in foreign policy or defense issues, Randy will be a strong progressive voice in Congress if elected and would be supportive of the Council’s efforts to reduce nuclear risks.
Following California’s redistricting in November 2025, this district shifted from Trump +6 to Trump +2, making it a key pickup opportunity. Incumbent Rep. Valadao narrowly won this seat in 2020 and lost significant support from Latino voters who make up a majority of the district due to his support of President Trump’s unpopular policies.
