Cap credit card interest rates.

Nebraska caps credit card rates for its banks at 16%. No one claims that it’s impossible for banks to do business in Nebraska. Credit card debt now stands at $800 billion. Who owes that money? Hint: not the rich. Credit card rates are, basically, a tax on poverty. The average credit card rate is 16.2%, and the average 30-year mortgage rate is 3.0%. Ordinary folks deserve a break.
