Jay Chen is a U.S. Navy Reserve intelligence officer (Lt. Commander, has served from the Korean peninsula), a small business owner, and a trustee of Mt. San Antonio Community College.


Jay Chen is a child of immigrants from Taiwan and grew up in the CA-39 district's geographic area. He studied at Harvard Univ (on ROTC scholarship) and Peking Univ (on fellowship), then worked in the software industry. Jay Chen is now running a local real estate business.


Jay Chen has served as the President of the Hacienda-La Puente School Board. He is a strong Democrat who ran for CA-39 in 2018 and strongly supported the winner of the primary.


Jay Chen, his wife Karen and their two children live in Hacienda Heights in the CA-39 district.
