Gilbert "Gil" Cisneros (D) is the current representative from California's 39th congressional district (CA-39), first elected in 2018.

Gil Cisneros is a Navy Veteran (10 years), former distribution manager at Frito-Lays, and a lucky winner of a big lottery, an education expert by education, philanthropy and commitment. While in the Navy, Gil was awarded numerous commendation medals for his exemplar service to the country.

Gil Cisneros was the first in his family to earn a degree when he earned his bachelors (political science) from George Washington University, on ROTC scholarship. Later, he earned his MBA from Regis Univ, and MA (Urban Education Policy) from Brown Univ.

Gil and his wife Jacki won a California Mega Millions lottery in 2010. He chose to plough significant money to philanthropic leadership in education for the underserved communities and became a recognized leader to serve all the way including on the President's Advisory Committee on the Arts for The Kennedy Center, under President Obama.

As an education expert, Gil founded The Gilbert & Jacki Cisneros Foundation, committed to strengthening public schools, creating college opportunities for underserved students and veterans in the community to achieve their education dreams. The couple partnered with the Hispanic Scholarship Fund and the City of Pico Rivera, CA to create Generation First Degree Pico Rivera, with a goal to put a college degree in every household in the city. Gil has supported Yellow Ribbon programs for veterans, established scholarships and created an endowment for the dependents of former Navy Supply Corps personnel, to eliminate tuition costs as barrier to educational opportunities.

Gil Cisneros serves as Secretary of the Latino Donor Collaborative and a board member of The Wooden Floor, a nonprofit dance studio in Santa Ana, CA. Gil is a member of the Southern California Advisory Council for the Hispanic Scholarship Fund, a member of the Advisory Council for the Dean of Columbian College of Arts and Sciences at the George Washington Univ (his alma mater), and a member of the Brown Univ (his alma mater) Diversity Council. Gil also now serves on the advisory board of FLOTUS Michelle Obama's Reach Higher Initiative for college access.

Gil Cisneros is the son of a public school cafeteria worker (mom) and a Vietnam veteran (dad) who suffered health problems from exposure to Agent Orange while serving in Vietnam, who lost health insurance and home, due to loss of coverage after losing job as a foreman at a local manufacturing company, all due to healthcare costs, and difficulties with obtaining healthcare insurance coverage. Gil states that he will stand up to DJT and R's to protect healthcare as a right.

Gil Cisneros became a Democrat after the 2008 elections, observing that R's had gone to the extreme end. Over the past decade, he has donated to liberal candidates and anti-gun groups. He is endorsed by gun control groups, including the Giffords Foundation. It got pointed out recently that some of his large lotto win had been invested in some funds that in turn had some portion in gun related ventures; he agreed to divest as soon as he was informed.

Gil Cisneros has built a strong coalition and an impressively long list of endorsements, from neighboring congressional district congresspeople, to labor unions, to VoteVets, and the ServeAmericaPAC.

Gil Cisneros's campaign has surged in Spring through Summer 2018, despite all that has ensued with the intensity of the California jungle primary.

Gil and his wife Jacki have young twin boys; they moved into the district where they are nearer to his parents, and remain committed to expanding educational opportunities for Southern California youth.
