The Rev. Gary Brinn is running to represent the City of Elmira's 4th District on City Council. We must break the cycle of decline, including extraordinary poverty, deteriorating housing, and ineffective services for our most vulnerable citizens. It is time for leadership that can see and work for Elmira's potential future and a thriving small city anchoring thriving communities in the Twin Tiers.
