Born in Havana, Cuba, I came to the United States as a child. Growing up and attending public school in Miami-Dade, I started a family and began my career with the Florida Department of Transportation.

In 1997 my wife Darlene and I made the decision to move our family to Kissimmee. Married now for 35 years, we have been blessed with five beautiful daughters and five grandchildren.

Prior to my 2012 election as Kissimmee Commissioner District 1, and being elected as Mayor of Kissimmee in 2016, I spent my career as a realtor and small business owner. In 2022 I was appointed by the Biden Administration as the new HUD Regional Administrator for Southeast Region IV.

An experienced leader, advisor, and representative of both industry and cause, I've been frequently called upon when leadership, integrity, credibility, and deal-making skills are vital for the success of an endeavor. Furthermore, I have lobbied for affordable housing, property rights, and housing-related initiatives in Tallahassee and D.C.

From multi-million-dollar endeavors to life-changing initiatives, through my various board memberships

and affiliations, I've been responsible for advising CEO’s and lawmakers, contributing to strategic plans, approving budgets and business decisions, evaluating management, and representing the charge to stakeholders.
