Francisco is a proud Phoenician, with deep roots in Arizona. Since his freshman year of high school, he has been a staunch advocate for education accessibility.
When the Arizona state Supreme Court ruled against expanding in-state tuition to non-citizen students, Francisco played a vital role in leading a coalition of high school students in partnership with a local nonprofit to the state capital to urge the state legislature to find a solution.
In 2021, a local nonprofit and Francisco collaborated with the Phoenix city Council and the Maricopa County community college foundation to establish the Phoenix promise program.
In the summer of 2022, the city council allocated $5 million to launch this tuition assistance program for both two and four year degrees.
