- Healthy: Ending medical deserts via Med-Tail clinics and Agri-Wellness hubs to keep healthcare local.
- Safe: The D9 Audit Squad will verify 311 repairs (potholes/dumping) before contractors get paid.
- Connected: Stopping "wealth leakage" with the D9 Circle loyalty program and mandating union jobs for locals.
- Mastery: Turning libraries into centers for vocational and civic training.
