Changes to Bill Foster's IL-11 District make it much tougher for a Democrat — Democratic-leaning areas in the south have been removed and replaced by more rural and Republican-leaning areas. This takes it from one in which our Democratic Governor got 56% of the vote to one in which he got only 48%. Over 55% of the district is new to Bill.
