
Hagerstown Rapid Response (HRR) is a volunteer-led grassroots organization rooted in Washington County, Maryland. What began as a small community effort has quickly grown into a network of over 600 members working to support and protect immigrant communities across the region.
HRR is built on two core pillars: mutual aid and rapid response organizing. We provide direct community support—such as food assistance, housing-related help, and emergency resources—to families facing urgent needs. We also connect immigrants and refugees with support networks and advocacy resources that strengthen long-term stability and safety.
A key part of our work is community rapid response. HRR members act as trained legal observers who respond to verified ICE sightings in the area, helping document activity and ensuring our community is informed when enforcement is present. This work is centered on transparency, safety, and protecting due process rights.
We are also responding to growing concerns around immigration enforcement infrastructure in our region, including the DHS purchase of a detention facility in Washington County. HRR is committed to ensuring that immigrant voices are organized, informed, and supported as these developments unfold.
