The 89th District, spanning parts of Chesapeake and Suffolk, has been one of the most competitive and closely watched districts in Virginia. After a razor-thin loss in 2023 by just 521 votes, and with the district previously carried by former Vice President Kamala Harris by more than 3%, it was successfully flipped in 2025—helping Democrats expand their majority in the House of Delegates. Delegate Carnegie is proud to represent this community and bring its voice to Richmond.
