After memorializing Millard Garland on a plaque to be displayed at the Carter County Election Commission, the Carter County Democrats will present an award in his honor at an event to be held every four years. We will also maintain a plaque with the names of those receiving the “Millard Garland Award of Excellence”, to remind us always of the importance of people like Millard Garland.
