Cannabis prohibition has been used to target Black Americans, criminalize Black communities, and fuel a broken system of mass arrests and incarceration. And, even though Black and white Americans use cannabis at equivalent rates, the enforcement of cannabis laws has been anything but equivalent — with Black Americans much more likely to be criminalized for simple possession.
