Support Malcolm P. Ruff's Campaign for State Senate!

With my third session representing the 41st District as State Delegate in the Maryland General Assembly, and my first session as Chairman of the Capital Budget Subcommittee on the House Appropriations Committee having come to a close, I am proud to share a few important highlights.

  • I personally authorized over $12 million in capital funding for our district in the state budget directly from the House of Delegates.
  • Working alongside Senate Capital Budget Chairman Craig Zucker, we deployed $30 million in LBI funding and $447.5 million in statewide miscellaneous capital grants, with strategic investments that strengthened Baltimore City’s economy.
  • I focused on investing in the future leaders of our state by allocating $1 million for childcare scholarship system improvements, expanded support for community schools and student service, and funding to support teacher recruitment and retention.
  • While leading my Capital Budget subcommittee in budget hearings, I uncovered nearly $194 million in unspent community college construction funds. When explanations fell short, I successfully pushed our committee to reject a $150 million future funding request, insisting on transparency and responsible stewardship of taxpayer dollars from the Department
