Amendment 53 changes the Pierce County Sheriff from an elected position to an appointed position, with appointment by the County Executive and confirmation by the County Council. It creates a structure focused on year-round accountability, professional standards, and a broader search for qualified candidates.
Why Accountability Matters
Sheriff Keith Swank has faced multiple state certification cases involving allegations of ethics, professionalism, discrimination, and dishonesty. The Washington Association of Sheriffs and Police Chiefs also publicly condemned his January 2026 legislative testimony as inflammatory and potentially threatening, saying it went beyond reasonable dialogue and challenged legislators’ constitutional authority.
Swank has also been involved in disputes with Pierce County officials over immigration enforcement and the authority of the Sheriff’s Office, including legal conflicts with Prosecuting Attorney Mary Robnett.
