Why We Exist

The stories are heartbreaking and far too common.

Students groomed by trusted adults. Athletes abused under the guise of “medical care.” Survivors who were shamed into silence. Institutions that covered up crimes to protect reputations and revenue.

The OSU Dr. Strauss case alone involved nearly 2,000 students, most of them young male athletes whose trauma was ignored for decades. And across the Big Ten, and the nation, similar cases exist in every region, every level, every sport.

Sexual abuse in educational institutions is not an isolated issue. It is a systematic failure one we are determined to stop.

Protect the Dream PAC is working to pass the Comprehensive Sexual Abuse Prevention and Accountability Act, a groundbreaking national model written for survivors and by survivors, designed to protect students in every state.

This legislation will:

1. Remove the Statute of Limitations for Sexual Abuse

Because healing takes time and justice should not have an expiration date.

2. Hold Educational Institutions Fully Accountable

Schools that conceal abuse will face:

• Loss of state and federal funding
• A complete ban on NDAs that silence victims
• Mandatory transparency and immediate reporting requirements
• 
  

3. Strengthen Prevention and Oversight

Including:

• Annual student safety and awareness training
• Mandatory background checks, psychological exams, and requalification for all medical staff
• A second staff member required in every exam room
• A total ban on any “research” involving inappropriate touching of students
• Mandatory gloves, safeguards, and oversight in every interaction

4. Enforce Strict Reporting Obligations

Faculty who fail to report abuse will face:

• Termination
• Financial penalties
• Legal consequences

5. Guarantee Unlimited Mental Health Care for Survivors

Paid for by the institution that failed to protect them.

6. Ensure Survivors Can Recover Full Damages

Including emotional, physical, financial, and punitive damages.

This is one of the strongest child-protection and athlete-protection bills ever written in the United States.
