Correct! All registered voters can vote on ballot measures and special election races that pertain to them.

Pennsylvania is one of 9 states with closed primaries, meaning primaries for partisan positions can only be voted on by registered members of that party. However, special election races and votes on ballot measures are not affected by this rule, even if they coincide with a partisan primary, like they do on May 16th.
