Troy McMillan, a proud 27-year resident of the 48th Ward, has dedicated her life to public service and to strengthening our community. The values of service and civic responsibility have guided her life and work.


The 48th Ward has been Troy's home for 27 years. Raising two children here as a widowed

mom, she has experienced life in our community from many perspectives; a renter and

homeowner, a public-school parent, a daily CTA commuter, a cyclist, a driver, a block club

president, a community leader, and a dedicated volunteer. These experiences shaped her belief that our neighborhoods are strongest when residents have a voice in the decisions that affect them.


As a retired Labor Market and Career Resources program manager for the Illinois Department of Employment Security, Troy has spent decades ensuring equitable access to critical employment, educational, and community resources across the state. Having worked with government agencies across multiple administrations, Troy knows how to build consensus and deliver results for residents. 


Throughout her 27 years of community involvement, Troy has built a reputation for bringing people together and getting things done. A lifelong volunteer, she has played a pivotal role in shaping community organizations and initiatives that have enriched the community- establishing community gardens, strengthening neighborhood advocacy, and standing up for small businesses. She will continue to be a steadfast advocate for positive change in the 48th Ward. A proven leader and advocate, Troy will get things done.
