MUPAC: Texas S.B. 326

S.B. 326 is the bill that adopts the IHRA definition of antisemitism in schools in Texas. While multiple other states have adopted the IHRA definition of antisemitism, Texas was poised to be the first state to adopt this definition in statute without the free speech exception and set precedent for a stricter definition nationwide.


While MUPAC could not prevent S.B. 326 from advancing, we successfully advocated to add an amendment to protect free speech for all Texans before adopting it into law. On April 29, 2025, Rep. Jon Rosenthal, D-Houston, introduced an amendment amendment that explicitly states that this bill will not be used to punish free speech protected by the First Amendment to the United States Constitution or Section 8, Article I, Texas Constitution. The amendment was adopted.


S.B. 326 was signed into law by Governor Abbott on May 20, 2025. Students in Texas now have legal protection if they choose to protest on campus, provided that they do not break any other rules.To our donors, thank you so much for your continued support.
